C:\Octave\3.2.4_gcc-4.4.0\bin\octave-3.2.4.exe --silent --tradtional

In some cases, you need

C:\Octave\3.2.4_gcc-4.4.0\bin\octave-3.2.4.exe --silent --tradtional 
--no-init-file

For detail, please C:\Octave\3.2.4_gcc-4.4.0\bin\octave-3.2.4.exe --help from 
the cmd prompt.
