trying to install time and miscellaneous packages in Windows Vista...get

I am running Windows Vista.  I have successfully installed Octave-3.2.2_gcc-4.3.0 using the Windows Installer.
 
Now I'm trying to install several packages, starting with the "time" and "miscellaneous" packages.  I'm getting errors that make the computer think it's installing them on a unix system or something like that.  Here are the errors I get, and I have no idea what to do next (I'm new to Octave):
 
-> pkg install miscellaneous-1.0.9.tar.gz
