64Bit windows operating systems can also run 32bit programs. You can
simply download compiled Octave from: http://octave.sourceforge.net/ -
Windows Installer - Auto downloading
Theoretically, it will work well enough.
On the other hand, you may also compile your own Octave from source code,
which can be downloaded from
http://www.gnu.org/software/octave/download.html
I've only compiled it under Linux, therefore you may resort to others for
detailed information.
