This is a problem here (you don't need to be a Linux expert, but some
experience with Debian would help).

should help you to get additional software. It seems the repository
there have a Debian etch system recompiled, so you can get 2.9.9 from
there (which is rather old), but it's probably easier than compiling
yourself.
I'm actually not sure you will have much fun with Octave and the Eee PC,
the system isn't meant for number crunshing.
