What's the difference? To quote Eben Moglen, "We can't depend for the
long run on distinguishing one bitstream from another in order to
figure out which rules apply." In particular, what's the difference
between where the code resides and how you interface to it as far as
determining its freedom qualifications?
At any rate, Wikipedia seems to have a good introduction to the AGPL.
