Sounds quite interesting! If you want SVN access for Octave-Forge,
please bring it up on the OctaveForge mailing list.
I looked at the example code on your web site, and I have a question.
The first thing in your code is
octave:1> ann
Is that library initialisation? If so, then it might make sense to do
this when the package is loaded.
