Cygwin is a set of libraries and programs that allow you to emulate a
GNU/Linux environment on your PC. GNU/Linux is composed of many programs
The base Cygwin install comes with only a small basic subset of these.
You can install additional programs through setup.exe that came with
Cygwin. The X window system is a part of GNU/Linux that provides a
graphical and windowing system for other applications to use. The command
'startx' launches X. However, it sounds like you have not installed X.
It is not part of the basic Cygwin install, as it is very large. To
install it see for example:
