A little off-topic, but while I have never run Octave in Windows, I would probably never use Windows at all if the TweakUI utility didn't exist. Do a web search on "TweakUI Powertoy", and you should find a link to download this small package quickly enough.

Once it is installed, pay particular attention to the "Xmouse" feature; it will give you almost "Linux-like" mouse capabilities in Windows.
