I don't think I typically call it that.
What is wrong with the statement at the top of www.octave.org:
GNU Octave is a high-level language, primarily intended for
numerical computations. It provides a convenient command line
interface for solving linear and nonlinear problems numerically, and
for performing other numerical experiments using a language that is
mostly compatible with Matlab. It may also be used as a
batch-oriented language.
? OK, it is a little long. You could shorten it to
GNU Octave is a system for numerical computations with a language
that is mostly compatible with Matlab.

What you have in mind when you say it is a "GNU supported project"?
Octave is a GNU project because I agreed with the FSF (RMS) to call it
that, and to also agree to promote the GNU project and free software.
