GPIB/RS232

Hallo,

I'm using OCTAVE for data analysis and like it very well.
Next step will be the communication with measurement 
instruments (DMM ,oscilloscope,...) via GPIB and/or RS232
connection.
Is there anything available for OCTAVE under Windows to do this,
may be with the VISA-library?
