Gnuplot Buggy with multiple figures

Currently, the figure function only works with X11.  So to make it work
on Windows systems, you should to install the Cygwin version of gnuplot
and run startx first.  Then in the xterm window that startx opens, run
Octave.  Then you should be able to use the figure function.
