Split Matrix Quantization

Hi,

I have to split a 512x512 matrix into small 8x8 matrixes, and do
quantization on each small matrix. Actually, i'm doing compression and
depression on a BMP file. So i wonder, are there any related handy
functions to split matrix, so that i don't have to split it myself
tediously.
