After I quick hunt on the web, 2.1.50 was the most recent binary for Windows I
could find too. There is the option of building Octave yourself. I haven't
tried it myself, but it looks like there are good instructions here:

Windows. However, tehre only seems to be version 2.1.50 on the octave
