The package on octave-forge (http://octave.sf.net) 
works fine for me on Windows ME.  It includes 
Gnuplot, and uses it's own private cygwin installation
so it won't collide with whatever you have currently.  
I haven't tried running it on Windows 98, 
but that should work too.
