I had a similar problem.  There were two issues:

        1. Get the right version of octave-forge.  Each release of
        octave-forge is for a specific version of Octave.  It's noted on
        the page, but it took me a couple of downloads to get it
        right... :-)
A CVS snapshot should compile for 2.1.36 and up.
Perhaps it is worth making a new release for this.
        2. Instead of "make", use "make -k".  this will continue if
        something won't compile, and skip the functions/modules that
        don't compile.  I did this and the functions I wanted worked.
This is probably worth doing by default, assuming a
suitable message is printed at the end, preferably
saying which functions didn't build.  Feel free to send
a patch.
