You should probably look at http://lnc.usc.edu/þholt/matwrap/ before you dive into your C/C++/FORTRAN --> Octave conversion process. It looks like Gary Holt has done a lot of work to help you do what you're trying to do.
FYI, I found this web site from the archive at http://ideas.uqam.ca/ideas/data/bocbococt.html and there are listings for other archives at http://octave.sourceforge.net/.
