rpm'd version 2.1.14

Hi,
I am a new octave user and have a question about Control System Toolbox.
Has more utilities the CST (like bode, rlocus, etc) of the octave
version 2.1.14?. If the answer is yes, where can i get a rpm'd version
of the octave 2.1.14?
