I had the same problem.
Let me guess, you downloaded a precompiled version of
tex/latex/info/texinfo from somewhere, right?
That was the problem in my case. The `info' that I got from the
HPUX porting archive did not cut it.
After downloading and installing (compiling) my own latex from the
teTeX distribution, the problem went away.
