Another source is Scilab, which can be found at www-rocq,inria.fr/scilab

It is rather further away from Matlab than Octave but still very similar. 
It seems to be quite strong on FFT and stuff but I've never tried it
seriously.  It is available for a number of platforms, including Linux.
