There is no source for that binary. Mike Frysinger apparently built that
exe as a one-off exercise several years ago. I do not know what build
instructions he used for it.
You are aware that there is an unofficial Win "port" of nano? See:
https://github.com/lhmouse/nano-win
It seems it builds both a 32-bit and a 64-bit binary.
