Why do the 2 following loops, that are identical, except for the break
in the lines, does the first work and the second fail

,$(foreach topic,$(TOPIC$(sep)$(proj)$(sep)$(bb)) \

,$(proj),$(bb),$(topic))))))
$(foreach proj\
,$(filter-out ldb,$(PROJECTS))\
