There is no "=" after "-outdir", just a space.

mex COMPFLAGS="$COMPFLAGS -Wall -W" ./mexFisherGradOpt.c  -outdir
../../mytoolbox -I../../include -L../../lib/libgsl.a

You may also need CBLAS:

mex COMPFLAGS="$COMPFLAGS -Wall -W" ./mexFisherGradOpt.c  -outdir
../../mytoolbox -I../../include -L../../lib/libgsl.a
-L../../lib/libgslcblas.a
