I have set

GRUB_TIMEOUT_STYLE=hidden
GRUB_TIMEOUT=10

I also tried GRUB_TIMEOUT_STYLE=menu, but it didn't change anything.

The following are not set in /etc/default/grub

> GRUB_HIDDEN_TIMEOUT_QUIET=
