normal.mod is only in bios-legacy grub, not used in uefi grubs.

You are wrong. normal.mod has nothing to do with BIOS/legacy or EFI.
You may be misled by the fact that normal.mod (and many other modules) is embedded in the signed GRUB core image provided by some distributions for secure boot.

The symbol error may be caused by a version mismatch between GRUB's core image and GRUB modules. The simpler way to fix it is to reinstall GRUB.
