You need to contact Intel and ask them to submit code upstream.

Note that they support microcode loading on PC BIOS platform only and
Linux can do it on both PC BIOS and UEFI. What is wrong with loading
microcode after Linux is booted?

Linux isn't booted. Therefore, no microcode update. And you can't boot Linux anyway to do the update and then reboot to another OS; the microcode doesn't persist across reboots.
