That's a lot of fragmentation for such small files, it seems to me. On my
Fedora system using ext4, all of the kernels and initramfs's are in 1 extent.
Even the 35MB rescue initramfs is in 1 extent.
The Fedora 19 Live beta TC4 ISO is 988MB, and is in only 3 extents.
