This sounds like a bug in os-prober, which grub-mkconfig uses to
detect other OSs but is actually a separate project (part of the
Debian boot project). Try booting and running "os-prober" twice, the
second invocation will probably fail and you will again not be able to
mount your Windows partition. If that's the case, please file a bug
report with Debian boot.
