However it is possible to do something /close/ to what you want.  With
the cd booting in hard disk emulation mode grub is one of two well
known solutions for managing multiple work environments on a CD/DVD.
The other commonly used method is syslinux, which focuses on
FAT/ISO9660 filesystem support.

In either case you'd have to take the startup code from each target in
question and properly chainload it from the bootloader.  You'd also
need to put the expected files in the same locations or have a way of
setting them to different locations.
