Hi,

unfortunately I have no experience with testbed.

But the configuration should be

1:2|3 3:4|0 0:2
(fixed spacing)

I would assume that peers get connected like you said you expect them.
I am not sure why they don't; might be a bug in testbed.

In general if peer A connects to peer B you should have a bi-directional 
connection (at core level).
So the output you posted does not match the configuration above.

grothoff may know more about topology and testbed though.
