An external program exits with non-zero status when it wishes to
indicate that the request must be rejected. According to the RFC 2865
the only attribute an Access-Reject packet is allowed to contain is
Reply-Message. All other attributes (except Proxy-State) are silently
removed from the packet before sending the reject.
