Issue with new Emacs setup in Cygwin |

I've been running Emacs in Cygwin for a long time, but I don't set it up
very often. I'm currently running Emacs v26.3 under what I believe is
Cygwin 3.1.5.
I just installed the latest Cygwin and Emacs, which is v27.2.
I copied my .emacs and some hand-coded packages from the old laptop to the
new one.
When I start Emacs on the new laptop, I get:
File is missing: Cannot open load file, No such file or directory,
bash-completion
I thought perhaps this would be in the list of available packages, but it
is not.
I am definitely attempting to load "bash-completion" from my .emacs, with:

(require 'bash-completion)
(bash-completion-setup)
---------------------------
I'm not certain what to do to resolve this.
