In that somebody mentioned a specific issue, and we're not fixing it yet. Instead we're talking about global problems.

If filing a bug will make a difference, yes.  Of course, we can fix
problems even without a filed bug, it isn't unheard of.

OK, what should I do? You're the boss. I can probably easily fix it with a commit and push. Should I?
