What happens in "emacs -Q"? The same problem after futzing with package-archives. \303\226 is the utf-16 octal escape sequence for a capital O with an umlaut (or diaeresis if you want to be that way). I think I'll have to figure out where to drop a few utf-16 indicators into my init files.
