No, it's a can of fundamental worms.

foo-mode is not a variable but a function. Autoloading functions does
not suffer from the "can of worms" effect.

I lost you here. What does this have to do with use-package?
[ Side note: ELPA does have dependency management, tho it's not as
sophisticated as the one in APT. ]
