  eval((keyboard-translate 67108915 8226))
  eval-last-sexp-1(nil)
  eval-last-sexp(nil)
  call-interactively(eval-last-sexp nil nil)

`keyboard-translate' only works with characters and neither C-3 nor
H-3 make up characters as far as I know.
