Emacs open file problem

I am using Fedora 11 with emacs-22.3-12.fc11 and am having a strange
problem for me.
When I issue the command ctrl-x ctrl-f for some reason it opens up a
new window.
I don't even have a .emacs file right now, so that can't be the
problem. however it I use
the pulldown menu  Open file it opens a window allowing me to open a
local file.
Is this just an issue with the Fedora 11 build, it does the same thing
on several machines here
running fedora 11 ?
