It doesn't.  The parentheses produce the list in the reader.  The
`quote' special form returns its argument without evaluating it.

    (read "'(0 1 2)")  =>  (quote (0 1 2))
    (quote (0 1 2))    =>  (0 1 2)    ; Not a copy
