Is it really necessary to install .info files?

Hi,

It used to be the case that I could ESC-1-^H-i and select an info file
to look at.  Somehow, somewhere it was decided that it would be better
to make an additional info buffer and generate a new virtual root to
the info directories.  Not what I want.  Can't figure out how to get
what I want.  The commands are too non-obvious.  What do I do, please?

Also, I am still in novice mode.  Most of the stuff has gone away, but
every now and then I "visit" a file that has a new variable to set and
I have to go through an inquisition about whether or not I really want
to do that.  Well, golly, I set that variable in the Variables section
because that is, in fact, what I want to do.  I do not wish to be
queried any more.  There is no obvious setting to make emacs just leave
me alone.
