You should setup and use Emacs's input methods, instead of X Window
keyboard layouts or console key maps. Take a look at the
"International Character Set Support" section of the manual.
For example (in your .emacs):
,----
| (set-terminal-coding-system 'utf-8)
| (set-keyboard-coding-system 'utf-8)
| (set-selection-coding-system 'utf-8)
| (prefer-coding-system 'utf-8)

If you are intending to use CP1251, also
,----
| (codepage-setup 1251)

Also take a look at set-language-environment.
