This indeed improves some things!
In my GNU Emacs 21.3.50.1 (powerpc-apple-darwin8.5.0, GTK+ Version
2.6.10) of 2006-03-04 on localhost
I am missing support ISO 8859-16 encoding. There is also missing
support for de-composed file names in UTF-8 ...
