It should produce the same than:

M-x describe-key M-x describe-function

It is not supposed to turn off the blink-cursor-mode but to enable you
to get information about a function (e.g. blink-cursor-mode.)

Try M-x blink-cursor-mode - only if you run Emacs on X Window.
