I don't think LANG and LC_* affect the multibyte awareness of Emacs,
CMIIW.  LC_ALL is almost never a good idea, except for testing.

Maybe Martin has set EMACS_UNIBYTE or is using --unibyte?

(I didn't read the whole thread.  Sorry, if I'm missing something.)
