According to the doc string, it should read (mouse-wheel-mode 1):

| mouse-wheel-mode is an interactive compiled Lisp function in `mwheel'.

| Toggle mouse wheel support.
| With prefix argument ARG, turn on if positive, otherwise off.

But apparently the only the mode is turned off if ARG is zero or
