You want to defer evaluation of the (local-set-key ...) form, so quote
it with lambda to create a proper function object acceptable to add-hook:
(add-hook 'mmm-mode-hook
(lambda ()
(local-set-key "\C-\M-p" 'mmm-parse-buffer)))
