The Craigslist forums (http://www.craigslist.org) are democratically moderated. Their software currently isn't free, but they might be willing to release it to the public at some point, especially if there was a show of interest by the free software community. A few modifications, and you'd have something super. Or write something similar from scratch. Another possibility might be Gmane. I personally think it would be nice to get something implemented...
