Is this the way they work:

(defun region-beginning ()
  (min (point) (mark)))

(defun region-end ()
  (max (point) (mark)))

or are there other instances where `region-beginning' is different
from `point'?

That's not how they're implemented (see editfns.c), but the result is
the same according to The Region node of the Emacs Lisp manual.
