From older versions I've used, using F10 -> e -> s -> q was edit, search,
rereplace. Not so in the current incarnation.

Which is starting to appear to be the end result of the debian maintainer.

I don't know.  I'm running 21.3.1 (i386-pc-solaris2.7, X toolkit) which I built,

and it's <f1> -> e -> 1 (one) for tmm-menubar -> Edit -> Search. At that point, there is no Rereplace command, but Replace is on 0 (zero).

Perhaps you could use the tmm.el and tmm.elc files from the older version of
Emacs that you prefer.
