Read the Completion nodes in the Emacs manual (under Minibuffer) and in the

Emacs Lisp manual (under Minibuffers), then try out this example:

(defun foo-bar (bar)
  "Do foo to BAR."
  (interactive (list (completing-read "Bar: " '(("red") ("blue") ("yellow"))
                                      nil t)))
  (foo bar))
