CVS build fails (fns-VERSION.el missing)

Hello,

I'm trying to build the EMACS_21_1_RC branch (is that the one that'll
be released as emacs 21.3?), but production fails with:

So what's that fns-VERSION file anyway? Since it doesn't come with
the sources it looks as if this is one that needs to be generated,
but how and when?

BTW what's the appropriate place to ask about problems with CVS versions?
