You could set compile-command to something like:

    cd /top/level/directory && make

M-0 M-. finds further tags.

M-x tags-search RET finds places which aren't definitions.

Maybe speedbar is used more often because it comes with Emacs.  I
haven't used ECB.  It might well be better.
